How to Apply Approval to Install (ATI), Approval to Operate (ATO) and Gas License from Suruhanjaya Tenaga

Installation of Liquefied Petroleum Gas (LPG) and Natural Gas piping system at each premise shall be licensed with Suruhanjaya Tenaga.

This is in line with Gas Supply Act 1993 (Act 501) which applies to all gas supply activities to consumers through a pipeline. Besides, this act exist to protect the interest of consumers and to assist the gas supply operations.

Scope of the Act 501

Thus, Approval to Install (ATI), Approval to Operate (ATO) and Gas License from Suruhanjaya Tenaga shall be obtained before operating the gas system. Below are the documents required to be completed and submitted to Suruhanjaya Tenaga:

APPROVAL TO INSTALL (ATI)

1. JG8-A or JG8 Form
    a. JG8-A Form is for the the following type of installation:
        i.   Additonal / repair / modification of piping installation
        ii.  Existing piping dropper to gas meter
        iv. After gas meter to kitchen appliances
        v.  Piping routing modifications in exsiting kitchen
        vi. Gas Malaysia Berhad (GMB) natural gas pipeline or natural gas station
           *ATO certificate for the existing main piping installation shall be provided.
           This can be obtained from Building Management / Maintenance Office.
            If GMB is the gas supplier, a support letter is needed.
    b. JG 8 Form (for new installation)

2. Load Demand Calculation (Owner to provide list of kitchen appliances, catalogues c/w rating in Btu/h)

3. Pressure Drop Calculation

4. Relevant Catalogues

5. Shop Drawing (Owner to provide architectural layout in Autocad format)
    * Important: All pilot flames at kitchen appliances shall be equipped with second
      stage regulator.

APPROVAL TO OPERATE (ATO)

1. JG9-A for JG9 Form

2. Form B (Certificate of Completion)

3. Form C (Test Certificate) c/w testing result

4. As-Built Drawing

* All of the above documents shall be signed and stamped by owner upon works completion.


GAS LICENSE

There are two (2) types of gas license application:

1. Utility Gas License (if Gas Malaysia Berhad is the gas supplier)
    A joint inspection and recommendation letter is needed before commissioning.

2. Private Gas License (if self supplied)
    To provide the following documents:
    a. JG11 Form
    b. Maintenance and Routine Check Procedure
    c. Emergency Response and Planning
    d. Daily gas shut off valve checklist
    e. Details of Responsible Person
    f. Organization chart (to specify the responsible person position in the chart)

*All of the above documents shall be signed and stamped by owner upon works completion.
